So, one of the wild things about bodies (and brains) is that how a type of touch feels can vary depending on who's doing the touching. That could be what's going on here, especially if you already tried matching the movements or pressure he uses and still found it doesn't feel like much.
Given that, do you feel like you can just tell him "hey, this isn't feeling like much for me, so can we try something else?"
